Where We Are and Next Steps

The Kern Coalition is developing criteria for projects considered for the regional funding through the California Jobs First Catalyst Fund.

All information about the Kern regional Catalyst Fund, including project criteria, will be posted on the Kern Coalition website. The Kern Coalition will also host community engagement sessions to equitably share Catalyst Fund information with our entire region. 

The Kern Coalition plans to support capacity building by providing resources to help Kern communities, organizations and companies develop proposal ideas and applications. 

We anticipate that Catalyst Fund proposal criteria will be posted in Summer 2024.

The purpose of the Catalyst Program is to bridge the gap between planning and implementation and enable regions to develop ready-to-go projects that can compete for funding opportunities from federal, state, and private sources.

The Catalyst Program will support an investment into the already identified Regional Convenor(s) to operate the established HRTC through the end of the California Jobs First (formerly Community Economic Resilience Fund, or CERF) Program (September 2026).

Additionally, the Catalyst Program funds will directly support up to five Sector Investment Coordinators, tasked with promoting system change and alignment activities; Pre-development activities such as feasibility studies, project design, and development of demonstration projects and programs; and provide the Fiscal Agent funding for the project administration and fiscal oversight associated to the Catalyst Program.

Each region’s Fiscal Agent, on behalf of the HRTC, will be eligible to apply for up to $14 million in funds from the Catalyst Program. Applications will be reviewed and awarded on a rolling basis.
